Hewelsfield and Brockweir Parish Council
Minutes of the Meeting held on 4th October 2011 in the ‘The Loft’, The Village Shop, Brockweir
Present: Cllr. Mr. Summers (Chairman), Cllr. Mrs. Mackey, Cllr. Mrs. Harris, Cllr. Mr. Wilson and the Parish Clerk.
1763. Apologies for Absence
Cllr. Stott, Cllr. Skinner and Cllr. Fox sent their apologies.

There were no declarations made.

There were no members of public present.
1766. Confirm the minutes of the Hewelsfield & Brockweir Parish Council Meeting held on 6th September 2011
The minutes of the meeting held on 6th September 2011 were confirmed; this was proposed by Cllr. Mackey and seconded by Cllr. Wilson
1767. Matters arising from the minutes of the Meeting held on the 5th April 2011
1768. Finance1767.1 Grit Bins
Cllr. Wilson reported he had met up with Mr. Watkins at Gloucestershire Highways. Mr. Watkins had confirmed that Gloucestershire Highways would fill any additional bins provided by the Parish Council. Cllr. Wilson was under the impression that although Gloucestershire Highways would fill the bins at the beginning of winter the Parish Council would be expected to refill the bins with grit/salt provided by Gloucestershire Highways. It was agreed that the Parish Clerk would seek clarification in writing from Mr. Watkins regarding this new policy.

Cllr. Wilson said that Mr. Watkins had agreed that 11 additional grit bins were required in the Parish. It was agreed that Cllr. Summers and Cllr. Skinner would visit Smith’s in Milkwall to see if they stocked anything that could be used as grit bins as the price might be less than the figures acquired so far and this would enable the Parish Council to buy more bins.

Cllr. Summers reported that signs have been introduced in the car park of the shop limiting time, users have been encouraged to car share and the play area is not advertised outside of the area and the situation seems to have improved.
Cllr. Wilson said that Brian Watkins had told him that due to financial limitations the survey at Symonds Yat had not yet been carried out. He did approve of the suggestion that the hedge bordering the area could be moved in a few feet allowing vehicles to parallel park along the roadside. He suggested painting white lines either side of the entrance gate to enable better viewing. It was agreed that Cllr. Mackey would pass the comments of Gloucestershire Highways onto the Village Shop Committee.

1768.1 Financial statement – September 2011
The councillors confirmed they had all received a copy of the Financial Statement for September 2011 and the accrual figure is £12,580.50.1768.2 Cheques were signed for Age Concern Forest of Dean £50.00 (706), Forestry Sensory Services £50.00 (707), Parish Online £36.00 (708), Michele Compton £211.00 (709), Michele Compton £11.04 (710).
1768.3 Application for financial support from Gloucestershire Chest Fund Ltd.
It was agreed not to make a donation.

1769. Planning Applications
1769.1 P1820/11/FUL - Greenbank, Bailey Lane – Erection of a kitchen and cloakroom extension to the existing bungalow
There were no objections to this application. The Parish Clerk to respond to this application.

It was agreed that Cllrs. Skinner, Fox and Harris would be added as signatories on the Natwest account.

It was agreed that the Parish Clerk would ask Mike Topp to provide details of when the grass was cut on 2011.

Cllr. Wilson reported that he had told the Village Shop Committee that they did not need to get permission from the Parish Council to erect such a sign so they should just go ahead and put it up.
