Minutes of the Meeting held on 5th April 2011 in the ‘The Loft’, The Village Shop, Brockweir

Present: Cllr. Mr. Wilson (Chairman), Cllr. Mr. Summers (Vice Chairman), Cllr. Mr. Skinner , Cllr. Mrs. Mackey , Cllr. Mr. Fox, Cllr. Mrs. Mayo and the Parish Clerk.

1690. Apologies for Absence
Cllr. Stott sent his apologies.

1691. Declaration of Interest
There were no declarations made.

1692. Confirm the minutes of the Hewelsfield & Brockweir Parish Council Meeting held on 1st March 2011
The minutes of the meeting held on 1st February 2011 were confirmed; this was proposed by Cllr. Summers and seconded by Cllr. Skinner.

1693. Matters arising from the minutes of the Meeting held on the 1st February 2011

1693.1 Condition of Bus Shelters
Cllr. Wilson reported that no further quotes had been received. It was felt that the quote that had been received was too expensive. It was agreed that members of the Parish Council would undertake the task of making the bus shelter safe until the time when a need for the use of the Bus Shelter has been established.

1693.2 The Parish Clerk confirmed that she responded to planning application P0193/11/FUL – Sunnydene, Coldharbour Road, Brockweir – Construction of a raised patio area & pergola.

1693.3 The Parish Clerk confirmed that she responded to planning application P0281/11/FUL – Fieldgate, Mill Hill, Brockweir – Alterations and extension to dwelling (Renewal of planning permission P0568/08/FUL).

1693.4 The Parish Clerk confirmed that she responded to planning application P0282/11/FUL - Fieldgate, Mill Hill, Brockweir – Alterations and erection of a two storey side extension. Erection of double private car garage with games room above. (Demolition of outbuildings)(Renewal of planning permission P1028/08/FUL).

1693.5 Affordable Housing
Cllr. Wilson asked the Parish Clerk to put this item on the June Agenda to be discussed by the newly elected council.

1693.6 Grit Bins
Cllr. Summers reported that Gloucestershire Highways had agreed to provide salt which could be added to the grit bins at the end of autumn. They had also offered to provide a bulk supply of grit which could be held in a storage area.
Cllr. Fox reported that the cost of purchasing 27 replacement grit bins with lids would be approximately £2000 as the bins cost £78.00 each. It was agreed that the Parish Council would have a staged introduction of new grit bins in the Parish.
Cllr. Wilson asked the Parish Clerk to find out if Gloucestershire Highways could provide the Parish Council with grit bins and what the cost would be as the supplier approached by Cllr. Fox had a minimum order of 18 bins.

1693.7 Vehicle Weight Limits
Cllr. Fox reported that Brian Watkins of Gloucestershire Highways had met up with Cllr. Wilson and himself to discuss ideas for improving the traffic situation in the Parish. Mr. Watkins had suggested introducing a chicane which would stop access by very large vehicles. He also suggested introducing a 40 mph speed limit through the village. Mr. Watkins agreed to put his suggestions in writing and to report to the Parish Council results of a trial being held at Symonds Yat using the chicane system.

1693.8 Village Signs
The Parish Council approved the suggestions made by Wayne Howell of Gloucestershire Highways for the locations of the new signs. Cllr. Wilson asked to Parish Clerk to contact Mr. Howell to ask him to erect the signs at these locations.

1693.9 Date for Annual Parish Meeting
The Parish Council asked the Parish Clerk to invite 20 local groups / organisations to attend the meeting on Tuesday 17th May to update the council on the events of the last year and to make the council aware of future plans.

1693.10 Date for Annual Council Meeting
The Parish Clerk confirmed that she has booked ‘The Loft’, The Village Shop, Brockweir for the evening of Tuesday 17th May 2011.

1693.11 Renewal of GAPTC Membership
The Parish Clerk confirmed that she renewed the GAPTC Membership at the cost of £100.08.

1694. Finance

1694.1 Financial statement – March 2011
The councillors confirmed they had all received a copy of the Financial Statement for March 2011 and the accrual figure is £8,198.00.

1694.2 Cheques were signed for AEB Price £80.00 (685), AEB Price £80.00 (686), Newland Parish Council £20.00 (687).
1695. Planning Decisions
The following planning decisions were noted:

1696. Reappointment of Iain Selkirk as Independent Internal Auditor
It was agreed to reappoint Iain Selkirk as Independent Internal Auditor at the cost of £75.00. This was proposed by Cllr. Skinner and seconded by Cllr. Mackey.

1697. Work schedule for AEB Price
It was agreed to ask Mr. Price to carry out double the work between the months of April and September inclusive at the cost of £160.00 per month.

1698. Annual Accounts Y/E 2010/2011
The Councillors confirmed that they had read the draft Financial Report that the Parish Clerk had produced for the year ending 31st March 2011. There were no questions. The Parish Clerk produced the Annual Return and it was agreed that the Chairman and Vice Chairman would check the paperwork before council approval at next month’s meeting.

1699. Membership of Consortium of Wye Valley Councils

It was agreed to continue with the membership of Consortium of Wye Valley Councils as it was felt to be of benefit to the Parish and therefore to pay Newland Parish Council £20.00 towards the administration costs for 2011/2012.

1700.Review of Clerk’s Salary

It was agreed to award the Parish Clerk the pay rise recommended by NALC for April 2009 and also to raise her to pay level SCP20 following her attainment of the CiLCA qualification.
